    1. I think you'd be advised to call this base 'plaques' rather than 'blueplaques', as they're not all blue...

Around here (New Hampshire) historical markers are cast metal roadside signs on a signpost.  They may commemorate a building, but it also could be an event or a natural formation or the site of a former building or just about anything.  Here's a list for the state http://www.nh.gov/nhdhr/markers/chronological.php

        The most common thing on a building is just a sign with the year it was built, although you occasionally get plaques with about the same content as a blue plaque.  I don't think there's any standard format though.

        There's no standard signage associated with the U.S. National Register of Historic Places, as far as I know.
